Perhaps this can be determined by the kind of site? I guess something like, "empty trash can only works if there is a single owner of everything in it"?

If I'm paying for a pro site, I would prefer to have full control over my site and deletions. MA should always have this right; It's our site. Lots of times people make spam/junk pages, and there is no point to keep them and clutter things up. But I like the idea of this "trash" for non-MA admins/moderators, so they can't destroy stuff permanently.
However, I do like the simplicity of this model.
