That kill action is very powerful. Even with best intentions, accidents happen. It should be 100% reversible by both the person that kills the account in the first place (quick fix to an accidental kill), and Wikidot developers. And logged, so that it can be checked up on who initiated the kill for a certain account.
You might use the argument "only trusted people will be given those permissions" — but you can't guarantee anything 100%, and safeguards should be put into place.

I think the same. Killed spammers and their sites can be kept in some "deep dungeon with no light and contact to the rest of the internet word", and after some time of purgatory, if nobody claims them, kill them for real.
