If only that option is selected, but "site members" and below is de-selected, it would provide the ability for customers to open a technical support ticket with the company, which a representative would then reply to.

In such a case, the customer would create a new page in the ticket category, and only that customer and the site moderators and admins would be able to view the page — allowing for a discussion between the customer and the business representatives (moderators) until the issue is resolved.

As a support ticket is meant to be confidential, allowing access to all site members would not be suitable. Allowing access just to moderators and administrators also would not be suitable as the customer cannot access the page afterwards.
