This is a sketch of the functionality we need. The goal is to keep the bug tracker simple:

• Search existing bug reports (using standard search functionality)
• Show all bug reports (rated by severity, or full list)
• Submit a new bug report
• Create a reproducible test case
• Discuss a bug report
• Mark a bug report as in-progress, rejected, ready, closed
